Governor Paterson certainly never should have signed the budget passed by the legislators, and for this he deserves criticism and should shoulder the responsibility of his poor judgement. It appears that he is trying to rectify the situation and since the Legislators are not making the necessary cuts (they are considering more taxes) they should give him the ability to cut across the board. Jacob Gershman gives some insight as to why the Legislators may be reluctant in cutting back.
